did not not receive text verification

i just format back my ipad since suddenly its been blocked and ask for passcode. i try to enter the passcode but it didnt not accept it, my last option is i erased the ipad through icloud.

when i try fill all the detail as a new ipad, i did not receive a verification text which is i wait almost 10 hours and when i change to verify via call, the numbers that call did not respond anything when i try to talk

need an advice on this
