iCloud music library will not activate on iPad ...

iCloud Music Library will not turn on in settings on my iPad Pro after updating to iOS11. My iPhone 6 is working fine and also has iOS11. When I click iCloud Music Library to ON I am asked whether to keep my music or delete it and use the music in the cloud. The latter choice is in red. No matter which option I choose the only thing that happens is my iCloud Music Library switch goes back to off. Nothing updates and the options stays off. I tried turning every switch in the Music section to off, then flicking Settings off and going back to try again. That did not work. Help, please.
