Bug in OS X bar which makes os unusable

hey guys.

Have a weird bug that i cant find anything on the internet about.

Whenever i click into particular options in the mac os bar, it slows the os down and becomes unusable for about 3 minutes.

it first happened connecting to a 5ghz version of my router at home, it would bug out and not let anything happen.

Now its happening when i try and change the volume. As soon as i click on the volume icon, it lags and freezes for a minute or two. You can see it in this video.

This is fresh OS X after i reinstalled it thinking it would fix this issue, and the SMC has been reset.

Any ideas?
