IPAD 4th GEN

A year ago my iPad 4th gen stop working it wouldn't turn on or charge I never dropped it and there's no water damage . Does anyone know if apple is doing that upgrade for free? Or what should I do ? I've watch videos to try to fix it like a reboot nothing works . This iPad stop working out of the blue .. 

Why haven't you taken your iPad 4 into your "local" Apple Store or "local" Apple authorised reseller/ repair center?

Take it into your "local" Apple Store for diagnosis and possible repair/replacement.

An out of warranty replacement cost will be 60% of the original cost of your iPad model.
