Siri can’t change voice tone after iOS 11

I just update iOS 11 iPad Air 2 and I can’t find how to change siri voice. I can’t find the “Siri & search“ or Siri setting. However, I do can access Siri hands free with no probleM. Is there a setting that I should enable in order to enable Siri settings? Please see pictures, it doesn’t have the Siri settings. There are no restrictions. Thanks.

Thank you for using Apple Support Communities. It's my understanding that Siri settings aren't available on your iPad, preventing you from changing Siri's voice. I'm happy to help.

If you haven't already, restart your iPad. Restarting can resolve many unexpected behaviors.
Restart your iPhone, iPad, or iPod touch

If the issue persists, reinstall iOS with iTunes. This can resolve possible software issues. When reinstalling iOS, iTunes will completely remove your current software and install a fresh version. While iTunes will try to do this without removing data, it's a good idea to make sure you have a recent backup before trying this step.
