Why can I not have a family photo album

I want to automatically share all of my photos, using iCloud using Family Sharing. I don't want to manually move files as 'posts' into a family photo album, I want all photos and videos on all devices to go into one shared photo library.

I am entirely happy for the photos and videos to come out of my usage allowance. I currently have this facility in Dropbox. Once iCloud finally supported sharing the data I felt like I could make the leap from Dropbox to iCloud but the hard separation of photo albums means that my family cannot automatically have a single shared photo album.

Do Apple really not understand how families like mine work. I don't want to send my family posts like a social media, that is the relationship I have with friends and my wider family. I want our immediate family to share photos without manual management. Until this is resolved iCloud is simply not a viable alternative to Dropbox or OneDrive.
