Help with Family Share

I set up a Family Share a couple years ago, including "Ask to Buy" for my kids and it worked great.  I recently got a new iPhone and have signed in using the same AppleID but Family Share is not working.  I do not receive the messages from my kids requesting an app.  When I tap Set Up Family Share on the iPhone it says my AppleID is already being used to share purchases and that I should send myself an invite.  Even if I knew how to send an invite to myself, I don't think that would allow me to approve purchases for my kids since it would recognize me as the person who set up Family Share.  Any suggestions?  I've already tried signing out and back on to iTunes with my AppleID.
