iCloud Drive greyed out on iPhone & iPad (1...

All of a sudden iCloud Drive is greyed out on both my iPhone and iPad. Can't download from the app store either as it's greyed out on there as well. It's continued to work fine on my Mac.

–Both devices are running on 10.3.3.

–All restrictions are turned off.

–Obviously, I've already tried restarting and force-restarting both devices.

–Having the iCloud Backup option on or off doesn't seem to make a difference (currently off though, I've never used iCloud for my backups).

–Since I don't use the cloud for backups, I still have pretty much the full 5GB there so it can't be a space problem either.

I restored my iPhone to factory settings and then set up using my latest backup; didn't fix the problem either. Then as an experiment, I restored to factory settings again but this time set it up as a "new phone" (didn't use any backup). Signed in to my Apple account as usual and iCould Drive was once again operational and not greyed out. So I'm thinking it can't be my Apple ID/account then. After the experiment, however, I did restore using my last backup since I needed my apps, data, etc. and now iCloud Drive is greyed out again.

I'm desperate for some advice – other than to contact Apple Support! I already know I can do that. lol. I'm posting here to see if anyone else has had the same problem and found a solution or has a suggestion I haven't tried yet. Thank you!!
