How to merge two paying iCloud storage users?

How do you add a family member to iCloud storage when they already have a storage plan beyond the basic free storage?  The person I am trying to add is grayed out.

Is your storage plan large enough to accommodate both of you?

Yes.  It is large enough.

I actually figured it out how to enable it.

After enabling Family Sharing for the iCloud storage on my account, I went to the second account and also had to enable the family sharing.  This allowed the second user to join the family storage plan.  I did not have to do this with the other family member accounts using the free plan for them to join the family storage plan.
