Question on iOS 11 upgrade and iTunes version

Something that isn't quite clear or I might have missed somehow,

will iTunes 12.7 be required to upgrade to iOS 11 or only required

after the upgrade to iOS 11?

You can upgrade to iOS 11, then update iTunes to 12.7.
