iCloud Photo Library Not Syncing

I have 3 devices with iCloud Photo library on; iPhone, iPad (iOS 11) and a MacBook Pro (Mac OS Sierra 10.12.6)

I took a photo with my phone, it shows up on my Mac. takes a photo with my phone, shows up on my phone. my iPad just doesn't recognize that there are updates from the cloud. I have turned iCloud Photo Library off and on multiple times and the issue still persists.

what should I do? By the way handoff works perfectly fine between all devices. if that helps with anything...
