Error 0xEoooooC on iPad 2 ?

For some reason when I tried to use my ipad it says could not be activated because the activation server is temporarily unavailable...Also said to try connecting iPad to iTunes to activate & I did but it still doesn't work.  ITunes sees it and I click on restore but nothing happens.  Please help.
