iCloud videos help

I am trying to transfer my videos from my iCloud to my laptop. In my iCloud library, over half of my videos are not there. There are tons on clips that contain the duration time of the video, and the default picture for that video is a grey square with a triangle that has an exclamation point on it. When I try to play the video, it will not play. HELP! My iPhone was swiped clean and now the only place I have these videos are on my iCloud.
