how do i manage a device that i dint have acces...

I have hit my device limit and can not add my new phone.  The problem is that I do not have access to many of the devices that are on my list.  They have been lost, given away, traded in and are still on my device list.  I understand that I should have disassociated the device from my Apple ID prior to getting rid of device, but I didn't... what now? 

If a device is associated to your account, and if it's been associated for more than 90 days, you should be able to log into the account and remove it : View and remove your associated devices in iTunes - Apple Support
