App Icon Missing from Messenger on iPod

I set access restrictions on my kids iPod and now the app icon has disappeared from his messenger window. It will allow photos to be added but these two buttons are gone now.      

I don't want all apps blocked, just age appropriate ones available. I tried removing the restrictions to see if the app icon would come back but they seem to be permanently gone now.  How do I get them back with restrictions in place?
