Downgrading from iOS11 (broke my iPad)

Hello everyone,

I recently decided to update my iPhone 6s with iOS11. It works smoothly and with no flaw. I was hesitant with doing the same with my old iPad mini 2.

Despite Apple technically supporting the device for iOS11 it made the tablet slow beyond sensible usability.

Is there a way to re-install older version of iOS lets say 10 or even better 9??

I did not do a manual full backup on my laptop. And am willing to visit any method or location to achieve this iOS downgrade
