Can't download apps in ios

ios 10.3.3, iPad air2.. My twitter  app had an update but I didn't update it right away. I kept working within the app later on my app froze, I couldn't close it, I did use multitasking but it didn't close, reboot device but the icon was froze in white color. So I made the decision to deleted it and reinstall it. But, when I went to the App Store the twitter app it has a Update instead of the little cloud to download. i did click it but it doesn't complete install, it displays " Unable to Download App. Twitter cold not be downloaded at this time" and thats it,  I can not move ahead with the reinstall. This is very strange. I did remove the app from " storage management " but stills can download and the same message. Every time I reboot a white icon with twitter appears in my home screen, then I deleted it.

can someone with experience could help me? I'd appreciate it very much if so done can take a minute to reply. Thanks, Alex
