Cannot empty trash.

Cannot empty trash. After going trough the process of emptying the trash, the trash is still in the trash bin. I moved all the files in trash to a folder on the desktop and all the files are in that folder and still in the trash. I have tried all these with no luck: 1. restarted and emptied the trash. 2. Started in safe mode and emptied the trash. 3. Started in recovery mode, ran first aid, restarted and emptied trash. 4. Tried all the fixes at Can't Empty Trash on Your Mac? Here's the Fix to Resolve it and Clear the Trash except third party utilities.
