iTunes 12.7.0.166 rules/stars is seriously hosed

Running High Sierra and iTunes 12.7.0.166.

Tried to create a new smart playlist and noticed that the rules allow you to select a rating of 5-1/2 stars now (?).

Along these lines, the resulting songs don't match the rules at all. If I set this to 4 stars, it returns all my 2-star songs. Set it to 3 stars, it returns 1-star songs. What a mess. I submitted feedback, but ironically the form doesn't even list High Sierra *or* the latest iTunes.....

How's it working for you?
