Stolen Ipad

my son's iPad was stolen this past weekend.  The only thing we are bummed about losing is the pictures and videos.  How do I get all the pics and vids off the iPad?  But I never upgraded the storage capacity in iCloud.  I see some content but not all.

AND is there anyway I can try to locate the stolen iPad and it only has wifi capability.  

Did you have Find My iPhone turned on on the iPad? If so, you would want to follow the instructions in this support article to track or take actions on the device:

This article explains how to use the Find My iPhone app if you have it enabled as well as providing other tips to follow for a lost or stolen device.

As far as the photos go, there is no way to recover photos from a device that you do not have, and for which you are not using iCloud Photo Library. If they are not someplace you can get to them, and are only on the iPad, how would you be able to get them? They are stored on the device itself, and have not been backed up, sync'd to iCloud, or imported to your computer. If you had a digital camera, and had not imported the photos from that camera to some other storage medium, then you lost that digital camera, would you be able to get the photos off of it?

Going forward, you should look into either importing your photos, or uploading them to an archival cloud service like Dropbox, Flikr, Amazon Photos, or Google Photos. If you had iCloud Photo Library enabled, then you would have a copy of your Photo library in iCloud, so you would be able to restore from there. If you had a backup, then you would be able to at least restore your Camera Roll to a new device by setting it up from that backup:
