App will not complete download

I was advised by the developer of Nokia Health Mate App to uninstall and reinstall the App on my iPad Air when there was a problem. It uninstalled OK but each time I try to reinstall it completes the download circle but after a couple of minutes flashes up the message that the App cant be downloaded at this time.' The developer says it is possibly an Apple problem.  If it was Windows, then I would assume some corrupt code was left behind on the uninstall which prevents a clean install, but does this happen to Apple apps?   It seems there is only one way to uninstall and I did that.  Grateful for some insight.
