iPad 4 and Numbers for iCloud

My iPad 4 can no longer edit my iCloud spreadsheets using Numbers because I can't update to iOS 11 and the current version of Numbers that is required to edit iCloud spreadsheets is only available for iOS 11.  My iPad 4 works fine: am I being railroaded into buying a new iPad?
