location on/off option

Hi, how can I place the location on/off option in the quick access screen (right swipe on the home screen)

You cannot. There is no current setting available to customize the Control Center, or the Today screen, as far as adding Settings are concerned. You can provide feedback to Apple here, https://www.apple.com/feedback/iphone.html if you wish to see a change.
