Transfer / Convert 10.4.11 (Tiger) AddressBook ...

Hello,

How can the data/contents of a 10.4.11 (Tiger) AddressBook be converted/transferred to 10.12.3 (Sierra) 'Contacts'?  I tried directly accessing it but Sierra cannot 'decipher' that old an AddressBook format.  I also Export'ed the old AddressBook and then Imported the .abbu file into Sierra's 'Contacts' but even that did not work.
