System processes hogging CPU

Hi. Hope someone can advise me. My MacBook Pro is running very slow, I have checked the activity monitor and find that system processes are using about 90% of my CPU.

I have recently had to replace the logic board and wondered if this doing it ?

It is an older model, 2011. 2.4 i5 with 4gb ram

Hi i have uninstalled C Cleaner and Memory checker and this has seemed to cure the  CPU issue but i now have a non-charging battery, i have reset the SMC and PRAM but no good battery info shows only 250 cycles  info as follows

any help greatly appreciated, as i dont know if its the battery or charger
