How to get my pictures to show on my new device.

I just got a new phone iPhone 8 plus from the iPhone 6 and my iCloud shows tha I signed in and shows all the space my photos are taking up not one of my photos transfered over to my new iPhone when I signed it. When I switched before at least half came over. Before I switched I was sure to back them up. 

Were you syncing the photos using iCloud Photo Library? In Settings/Your Name/iCloud, is Photos syncing turned on? If you open the Photos app, is there any indication the photos are syncing?

Try Settings/Your Name/iCloud and slide off syncing. Wait a few minutes and then resync.

Last resort - have you tried signing out of iCloud and then sign back in?

Yes I tried all of that. In the settings when I click on my name it shows both my new iPhone and my old iPhone in the bottom but I still have none of my picture back. And it shows my photos are on and the amount of space it’s taking up in my iCloud
