After I click "manage" I get a blank screen

On my Mac, After I click "manage" (to upgrade storage on iCloud) I get a blank screen.

You are signed into iCloud? If you quit System Preferences and reopen, will the screen load? Restart the computer?

Can you access iCloud.com using a browser?

Last resort - if you sign out of iCloud and back in, will it reload?
