why cant i turn on ask to buy for adults?

Ask to buy is currently only available for under-18s, if you want to try leaving feedback to Apple about it (we are fellow users, you're not talking to iTunes Support nor Apple on here) : https://www.apple.com/feedback/itunesapp.html

Adults are assumed to be responsible for their bills, children are not. If you have Adults in your group that wont pay you should revisit your invitation to them to join the group.
