How to get rid of annoying popup?

A weird kind of pop up has appeared on my screen, and no matter what I do I can't get rid of it!

Tried to load screen shot of 336KB, 792x446, named Huh.png, but it wouldn't work! Got this error:

There was an issue uploading your image. Please ensure the image file name only includes accepted characters (letters a-z, numbers 0-9, spaces, dashes or underscores), the image is an accepted file type (.jpg, .gif or .png,) and the image is smaller than 2 MB.

 

It is a big black square with these words: Web Clip not available, Please connect to internet. I am already connected to internet! If I close Safari, it is still there. If I shut down & then start from power button, it is still there.There is no means to close it, if one opens another app, etc. this screen takes precedence, can't bring forward any other. The only way to work, is to drag the popup to the bottom of my screen. It will not go into the trash, either.


Using: OS 10.10.3 Yosemite  on an iMac 3.2 Ghz intel Core i3 w/12G Ram & 1T HD.

Cleared Caches/history/cookies in Safari, re-started. Ran Apple Hardware test.  Did a Safe Boot. When I boot from external HD, the pop up is not there.

This procedure will reset your Dashboard configuration to the default.

Back up all data before continuing.

Please triple-click anywhere in the line below on this page to select it:

defaults delete com.apple.dashboard layer-gadgets && killall Dock

Copy the selected text to the Clipboard by pressing the key combination command-C.

Launch the built-in Terminal application in any of the following ways:

☞ Enter the first few letters of its name into a Spotlight search. Select it in the results (it should be at the top.)

☞ In the Finder, select Go Utilities from the menu bar, or press the key combination shift-command-U. The application is in the folder that opens.

☞ Open LaunchPad and start typing the name.

Paste into the Terminal window by pressing the key combination command-V. I've tested these instructions only with the Safari web browser. If you use another browser, you may have to press the return key after pasting.

Wait for a new line ending in a dollar sign ($) to appear below what you entered. You can then quit Terminal.

Thanks so much!! Finally it is gone! Can you please explain what it was, how I got it, etc?
