Are you sure and is the bank sure that the card didn't expire? Did you try removing it and adding it back in again? Have you changed the billing address associated with the card?

Possibly because it's a debit card, they seem to be being accepted less and less (iTunes validation can and does change, just because something used to work doesn't mean that it will continue to do so). Do you have another card that you could try, preferably a credit card ? Or is PayPal available as a payment option in your country ? Or are iTunes gift cards available, if they are you might be able to use them as your payment method.

You know a lot more about all things iTunes store related than I do, but my debit card seems to work just fine. I recently removed it and added it back in again in order to use it with Apple Pay and it was accepted/verified by iTunes and verified by my bank.

I realize that YMMV, but just wanted to share my experience here in the USA.
