Calendar Does Not Post to CalDav Correctly

When publishing an "On My Mac" calendar from my Mac to a CalDav server, Apple's calendar creates a single .ics file for all calendar events. CalDav expects each event to be in a different .ics file with it's own UUID. With the single ics file, no other applications (e.g. Google's Android calendar) can view the events in that calendar. I am subscribed to the CalDav calendars in Apple calendar, and creating events directly in the CalDav calendars works as expected. How can I get the hundreds of events from the "On My Mac" calendar to publish correctly to the CalDav server?
