Split view problems

Basically: manipulating the little bars in split view isn't working for me at all.

I updated to iOS 11 on my iPad yesterday, and I'm having trouble with the multitasking / split view panes. I can open up two panes easily enough. With a bit of focus I can resize from "floating" (Slide Over) to split view (always 75%/25%), by holding the little line / "tab grab" (is there a name for that?) at the top. But I'm almost completely unable to move the floating window - shouldn't I be able to move that to the left or right side? Or swipe it entirely off the screen? (I managed to move it from right to left side once, but I have no idea how I did it or what I did differently.)

When in Split View, I can't resize the windows: there's the vertical line, with the "tab" that I think I'm supposed to shift to resize. But I can almost never "grab" it - I'm either selecting one window or the other. I think it's worked once for me, and failed dozens of times.

The split view / resizing was working fine yesterday with iOS 10. But today with iOS 11 it's not. Any ideas?
