Troubleshooting problems with My Photo Stream w...

I use iCloud / My Photo Stream across several devices.  My primary iPhone is almost always the photo source.  Occassionally I access My Photo Stream on my iPad, but primarily I like/want/need to access photos on my Windows desktop.

When iCloud / My Photo Stream works it is a great convenience.  I have three Windows PCs - a Windows 7 desktop and two Windows 10 laptops.  Ideally I would be able to access my photos on all devices.  There was a time when this worked across all three devices.  Then my photos stopped syncing on my laptops - I can view the older photos but new photos are unavailable.  This weekend the photos were no longer syncing on my desktop.  Now I have to manually download photos from my phone.

Not only is it very frustrating that a process that once worked simply stops working, but I find the available Apple Support on this topic to be limited, confusing, and unintuitive.  I cannot find an explanation of what has happened or why, nor can I find a step-by-step means to troubleshoot and fix the problem.

I have updated my iCloud software on my desktop and have checked the settings.  I do not store photos "in" iCloud; all other options are selected.

Is there a straightforward, cookbook method to either troubleshoot or reinstall so that I can get things working again?

Any help much appreciated...

I also remember the time when My Photo Streams working on Windows PC - it lasted about 2 months sometime in 2015. The I spent many hours on the phone with Apple support and they could never figure anything out - consistently syncing photos from an iPhone to iCloud running on a PC has not worked since then. And now consistent Onedrive or Dropbox automatic photo syncing is also broken. Sometimes I will suddenly get 3000 old photos sync'd into Ondrive, but most of the time nothing syncs.
