1395,activation,code

I cant activate my ipad 2 model a1395  It asks for an activation code and password.  I have know idea what it is.  It asks me my birthdate which I answer correctly then it asks another question which isnt a question.  The question is "create question"  what the **** of a question is that?

My ipad is a ipad2 a1395 I have no idea what my imei when it asks me that.  what do I do please? Have no idea what operating system is, what year it is or anything else for that matter.  I am not computer literate.
