Ipad air Grey / White screen

i am having a problem with my iPad, the screeen has gone to a grey / white screen with an undefined black border, then an outer white ring around the edge, has anyone else seen this and how to fix it? i have tried the hard reset, and the 3 button reset, nothing works i have even tried restore iPad, through back up and then through full restore. and when i hold the home button siri responds, with chatter, but the screen stays with the grey /white black border. it fades in and out to a full screen of the same colour to a white screen with grey dots even spaced on the screen. is this a complete hardware screen failure?
