Why are my apps not downloading?

Why are my apps from the app store not downloading on my phone or computer? I restarted my phone and signed in and out of my icloud and that didn't work. Also, something popped up about my apple id not being able to access the app store because it is from the US and I am currently living in the Netherlands.

Please help me.

You should switch stores to get back to the Apple Store, US. Change the country of your Store.
