Mail App will NOT allow me to add my email back...

My Mail App on my iMac (iOS 10.12 Sierra) said my password was incorrect, but it was not.  So I deleted the account.  Now when I try to add the account (Charter), the Mail app just spins after typing in the email address and will NOT go to the next step (as seen in the picture).  All it does is stall out at "Contacting server".  I have also tried it on a MacBook and it does the same thing.  I have contacted Charter and of course they blame the App.

 

Any help/suggestions would be greatly appreciated.

Did you try adding the account directly in System Preferences->Internet Accounts?
