why cant i redownload a book that I already pur...

I have a book that I purchased on 06/16/17.  The download was working fine.  Then after the last iBooks update, the title, author name and cover were the only thing I could see.

I deleted the book from my iPhone in hopes that if I redownloaded it, the book would be fine.

Now I can the following error message:

You Can't Redownload This Item.

You must purchase an item before it is eligible for redownload.

I found my original receipt that shows I have already purchased this but since it is over 90 days CS won't help me.

Can someone tell me how to get this book back?
