My ipad keeps saying activation required

My ipad keeps saying activation required . When I try to activate it does nothing else since it does not allow me to get past that. Im directed to the internet however i cant get past that either.what do i do?

I have an old Ipad 2 and I have had this problem for the last couple of days. Did you find out how to get round it ?
