cannot sync photos onto iPad from iMac

Please help when syncing photos from iMac to iPad the sync either quits as if its finished or gives an"iPad could not be synced due to internal error. I've tried restarting the iMac and iPad mini. I've changed the cable and USB port, done a repair on the photos library on the iMac. tried unchecking sync over wifi. Nothing works. It should be noted that I have a huge photos library (21000 plus pics) and there is plenty of space left on the mini. Another thing that is puzzling is that under the sync tab for photos the amount of free space goes up rather than down when include videos is checked (strange??) I have even tried setting up as new iPad and am running iOS 11.0.1 and HighSierra Can anyone help Please
