Broke phone/ password forgotten too

iPhone 6s 32 gig

Version 10.3.2 

 I began my account recovery process about 2 weeks ago. This is my 4th time attempting to use the account recovery to change my password. But apple support assures me that it will work this time. As luck would go, completely destroyed my phone this week. The text for after recovery was set to go to newly junk phone and obviously it isn't functioning. I am trying to get new used iPhone but worried thT even if I get one I will not get access to my iCloud. Please help
