Cannot sync books to Ipad Air 2

"Books" icon no longer appears in the View/Media Kind in the upper left hand corner of the iTunes Settings for my Ipad.  So there is no way to sync new books onto my Ipad even if choose the "Add file to library" option from the  "File" drop-down menu at the top.

What should I do?

if it's a mac then books are added to iBooks using the iBooks app

and books are chosen for sync to the iOS device under settings of the iOS device in iTunes left side under books
