How to change the billing info ??

The payment option i was using was no longer in service and i have moved from that country, and i have about 5$ to pay to apple but itunes is not letting me pay via another card or through another country's option. This is ****. And im unable to update any apps because of this. Does anybody have relative answer to my problem ?
