Messages Not Delivered iMac

I am runningmacOS Sierra on a 2011 iMac . I have three other Apple devices; an iPhone, MacBook Air and another iMac desktop. All of these devices have been linked to the same Apple ID and I have used iMessages on all of them.

Some time in the past two months, our building internet went down or had to be rebooted and ever since then, I have been able to receive messages via the app and my responses sent over any other device mentioned above are loaded when I open the Messages app, but I cannot send messages from this specific computer.

When I type and attempt to send a message through the app, there isn't even a delay from the time it appears in the message box and the red "!" Not Delivered message appearing.

I have attempted:

Disabling the Apple ID, sign back in

Deleting the Apple ID completely and add it back again

Refreshing my network settings

Trying a different WiFi network (we have a guest option)

A different DNS setting

None of this has worked...please advise on how to move forward. It seems as though something happened with our WiFi router or the passthrough when it was rebooted, but this seems unlikely to ONLY affect Messages. However, this is the only occurrence I can recall happening that may have affected things. Messages was working fine on this same network before the incident.
