No. There is no law stating you have to use iCloud.

No you don't have to use it, however trying to remove the references to it on the Mac might cause problems. Don't want it? Just don't use it.

yes, it is. there is no way of removing icloud software, it is deep in the system. but you are not obliged to use icloud, as kiltedtim stated before.
