ipad 2 Activation Error

Greetings and Thank you to anyone who can assist. This iPad 2 we have owned since released, and its condition is perfect. It is used for internet browsing and E book reader mainly. On 08 Sept 2017 it without user input Had "Activation Error" message on the home screen, Its the message reading the "Activation request could not be completed" contact customer care if the problem persists.

I have reviewed this error in support communities like this one and others, and note that the iPad has apparently been prone to this issue since 2013 and some cases posted from 2015. It seems a fairly common issue.

In MY case, I have completed the iTunes upgrade to latest version (version 12.6.2.20) and proceed as follows:

1. Power off the iPad.

2. Get the USB cable ready

3. Perform "recovery mode" start on the ipad, and at this point connect it to the PC with active iTunes account logged in.

4. iTunes detects the iPad and gives the option to Reset to Factory or Recover the Ipad.

4.1 I try BOTH restore and Factory re set. (I assume it is trying to deploy Ios 9.3.5)

5. This procedure completes without error taking around 15 to 20 minutes.

6. iPad restarts, and the Fresh "Hello" screen appears, choose Language, detect WiFi, and then it tries to activate...

7 iPad Fails to be activated, with the message "Activation request could not be completed"

I have performed the procedure a few times to be sure this is a consistent failure.

My Question: in the above circumstance, is there ANY way to restore functionality to this unit? IF NOT, What is the reason for this problem and when will I be able to use this perfectly good, if old, iPad?
