Command line list of iCloud Drive files not sav...

I know that I can view contents of the iCloud Drive folder by cding into ~/Library/Mobile\ Documents/com~apple~CloudDocs, but I have an iCloud drive that's larger than my computer's startup disk.

Because of that, when I cd into a directory that has it's contents stored in iCloud Drive, the directory appears empty with the ls command. In the Finder, this appears as an iCloud download button, but I'm trying to avoid the GUI.

Question: Is there a way from the command line I can view the contents of a directory as they appear on iCloud Drive? And, is there a way that I can queue selected files from the command line to be downloaded locally?

Bonus points: if there is such a tool, can I manually mark files to have their local copy removed? (such as large files that are no longer useful to me locally, but I still want to keep on iCloud Drive for other uses)
