dashboard icons disappear periodically

Every few months or so, I have to restart my Mac while holding down SHIFT to get the icons back on my Dashboard. Unless I want to launch Dashboard twice in a row, to get it to display the app icons.

PS the bottom four icons are blurred for privacy.
