iCloud Keychain not Syncing between devices

So I have the same iCloud account on all of my devices, both my iPad and Mac are synced up with their keychains. But my iPhone won’t get the same keychain passwords as my other devices. I feel as if I have tried everything: Signed in and out of iCloud on my iPad and iPhone, reset my iPhone and iPad and started from scratch (Set up as a new device). Does anybody have any ideas of what to do? Thanks in advance.
