Scrolling jerky during drag and drop in Finder
Since upgrading to Sierra, I find that scrolling while doing a drag-and-drop in Finder has become extremely jerky and difficult to use. Pre-Sierra I used to be able to grab a file in one folder, drag it over "Documents" in the sidebar and navigate down to the destination folder just by hovering the item over a subfolder, and moving it to the top or bottom of the Finder window to scroll up or down the contents of the intermediate folder. This worked really smoothly and was incredibly useful.
In Sierra, the scrolling still works, but really poorly. You have to wiggle the mouse about to get the window to scroll just a small amount. This reminds me of how Windows used to function. (I'm used to Windows getting more and more like OSX/MacOS: MacOS apparently picking up shoddy behaviour from Windows seems like a highly disappointing retrograde step.)
So far I've tried restarting, powering off and starting up, resetting the SMC and resetting the NVRAM. None of which achieved anything useful.
Has anyone else experienced this issue? Has anyone managed to fix it?

Been experiencing the exact same issue for a while. It's got so annoying that I've now been looking for solutions online. Sometimes it's almost impossible to get the Finder window to scroll down past the various folders whilst desperately trying to drop some files.
Support, can you please answer to this thread? There's been several flags now of other people experiencing the same problem...
Back up your Mac if you have not done so already. To learn how to do that please read https://www.apple.com/support/backup/. To learn how to use Time Machine read Use Time Machine to back up or restore your Mac. The reason for creating a backup is that the symptoms you describe could be indicative of an impending hard disk drive failure, so securing your data is a primary concern.
Then, shut down your Mac and restart it in "Safe Mode". To learn how to do that please read Use safe mode to isolate issues with your Mac - Apple Support. Compare how your Mac works in Safe Mode to how it has been, and describe your observations in a reply to this Discussion.
Then, restart normally. If the same problem returns, please read the section If an issue doesn't happen in safe mode for Apple's recommended actions.
Finally, you can temporarily create a new User Account, and log in to that account to determine if the problem also exists when logged in to that Account. To learn how to do that read How to test an issue in another user account on your Mac. When you are finished troubleshooting, you can remove the temporary User Account by following these instructions: macOS Sierra: Delete a user or group. Before removing it, confirm you don't need any of the files you might have created in that Account.

This has been an issue since Intel was introduced to Mac. Before that it was very easy & smooth.
- click/select the files you want to move
- control+click (or right click)
- choose "copy"
- navigate into the folder you want to move to (don't just click on the folder - you must enter it)
- option+command+v
Yeah, also once you do get the finder to scroll while dragging, it does it so fast that there's no way you can find your destination unless it lies in the portion of the list all the way at the top or bottom. I don't have a solution but I have a workaround.
I've found that when dragging a folder into a directory with many entries, it's best to just open 2 finder windows (command-N will open a new one), find your source in one and your destination in the the other, then drag the file from the first window to the second.
